Sam Walsh
Sam has extensive experience advising clients on complex energy matters, including federal and state regulatory proceedings, litigation, policy development and enforcement.
Sam joined Roselle after serving as General Counsel of the U.S. Department of Energy (DOE) from August 2021 to January 2025. In that role Sam led a national team of over 300 lawyers and other professionals. His work included overseeing the Department’s litigation, regulatory, and enforcement functions, as well as leading the Office of General Counsel’s efforts on clean energy permitting, and overseeing the attorneys that implemented an unprecedented volume of grant, loan and tax credit programs under the Bipartisan Infrastructure and the Inflation Reduction Act.
Before his recent service at DOE, Sam was a partner at a law firm in Washington D.C. where he represented clients before the Federal Energy Regulatory Commission, the Department of Energy, state agencies and in the federal courts. Previously, Sam served as Deputy General Counsel for Energy Policy at the Department of Energy and as an associate in the energy regulatory group of an international law firm based in Washington D.C.
Sam clerked for the Hon. David S. Tatel on the U.S. Court of Appeals for the District of Columbia Circuit. He earned a J.D., magna cum laude, from Harvard Law School, an M.P.A. from the Harvard Kennedy School, and a B.A., magna cum laude from Yale College.
